I'm coming late to the discussion, but it's quite thought-provoking.
Years ago, I read The Left Hand of Darkness (Ursula K. LeGuin). About a year ago, a philosophy prof mentioned it to me and I had to go buy a copy and re-read it...now with a much different perspective.
Have you read it? (I don't want to bore or spoil either way) Because it strikes me that for Time Lords, perhaps - like the people on Winter - gender isn't necessarily fixed for life, especially when you're talking about multiple regenerations. Unlike the Winter planet inhabitants, maybe Time Lords can and DO choose?
