I don't know if the Doctor *put* them on the lists, but he definitely made a point to check and make sure that their affairs were tied up in that universe - He didn't just run to the TARDIS and leave (as is his usual pattern.) I would think the lists would have taken a couple of days to have been put together, so I'm guessing he stuck around and maybe tried to wrap up the Tyler's affairs. To what extend he did anything, I don't know - Just a thought.
