I'm not so sure it would be as easy as that to uncouple (so to speak) sexual intimacy from emotional connections. The link is at least partially biological in humans, at least insofar as it is possible, though apparently not inevitable. Time Lords might be different, but that has wider implications than just a different attitude towards sex.
