It seem to me that Torchwood does have a real Dr Who feel to it. Gwen seems to be the Companion, who has to have things explained to her. Jack, and the rest of the gang are very much aspects of the Doctor. At least, that's how it seems to me. Though, it is darker than Who, of course.
